INVITATION TO BID FOR SHORT TERM CONSULTANCY
National Capacity Needs Self Assessment for Global Environmental Management
The Government of Saint Lucia, through the Ministry of Physical Development, Environment and Housing is undertaking an assessment of the
country’s capacity to implement the three Rio Conventions (the Convention on Biological Diversity, the United Nations Framework Convention on Climate Change and the United Nations Convention to Combat
Desertification).
Under this project, it is necessary to conduct a Thematic Assessment of each convention, which will serve as the baseline document for the assessment to follow. For each of the convention, the successful consultant(s) will be required to:
- Design a detailed process to undertake the assessment;
- Review Saint Lucia’s obligations under each convention;
- Undertake an analysis of national provisions to implement the conventions;
- Review the priority issues for national implementation of each convention;
- Assess the national systemic, institutional and human resource capacities to implement the conventions; and
- Submit a Thematic Assessment Report that captures the above issues for each convention.

Applications are invited from suitable persons and agencies to undertake the Thematic Assessment for one or more of the
conventions listed above.
The applications, which should be accompanied by the applicant’s CV and include the fees expected should be submitted in sealed envelopes with the following text written on its top, left hand corner: “NCSA Consultancy”, and should reach the Permanent Secretary, Ministry of Physical Development Environment and Housing by October 20th, 2005.
